The Coordinator of Energy has determined, under clause 3.11A.4 of the Electricity System Market (ESM) Rules, to initiate a Non-Co-optimised Essential System Services (NCESS) procurement process of Network Support Services (NSS) for South West Interconnected System (SWIS) for year 2026 to 2029.

Subsequent to the Expression of Interest (EOI) process, Western Power has reviewed proponents’ submissions and refined the service requirements. Accordingly, the procurement has been revised to update the service locations, required MW quantities, and the delivery periods to 2027–28, 2028–29, and 2029–30.

We're proactively managing capacity constraints within the South West Interconnected System (SWIS). Western Power has identified a need for solutions through Network Support Services (NSS).

Call for NCESS submissions

We're inviting submissions from potential NCESS providers to deliver NSS in the multiple locations across the SWIS. These areaa have been selected based on Western Power’s assessment of the underlying need, technical requirements, and the potential for viable non-network solutions. 

We are seeking service providers capable of delivering energy supply solutions or reducing energy demand at the distribution high‑voltage feeder level to ensure feeder loading remains within planning limits. These services are required for the period 1 December 2027 to 31 March 2030.

Activation requirements vary by location and feeder. Please refer to the NCESS Service Specification for detailed information on the specific requirements for each service location.

Please submit your submissions(s) via VendorPanel no later than 5.00pm (AWST) on 30 June 2026.

Interested NCESS provider should register with VendorPanel to be informed of whether any supporting documentation such as clarifications to questions may be published.

Western Power will host a Market Briefing to provide an overview of the procurement, including key requirements, timelines, and opportunities for market participants.
