P01673 – Insulating Material Sampling, Testing and Analysis 

The Organisation 

Western Power is a Western Australian State Government owned corporation which is responsible for building, maintaining and operating an electricity network which connects over 2.3 million customers to traditional and renewable energy sources. 

The Scope  

Western Power is seeking ROI from suitably qualified and experienced organisations, for the provision of Insulating Material Sampling and Testing and Analysis to support  Western Power and the Western Australian community in the reliable operation of high-risk assets. 

Western Power requires vendor(s) to perform annual and ad-hoc oil sampling and analysis services for approximately 340 transformers and oil-filled reactors across 135 substations located across the South-West Interconnected System (SWIS). These services are critical for maintaining compliance with regulatory requirements and ensuring operational reliability.  

Services include, but are not limited to, the provision of : 

  • Routine Sampling & Testing: Annual oil sampling from in-service transformers and reactors, with analysis conducted per international standards (e.g., IEC, ISO, ASTM). 
  • Non-Routine & Emergency Services: Sampling and testing for equipment under investigation, disposal, or failure, available 24/7 with strict response time requirements. 
  • Special Tests: Performed in the first year or as needed, including advanced diagnostics like Degree of Polymerisation and PCB content. 
  • Reporting: Results delivered in both PDF and Excel formats, with immediate notification for critical findings. Data must be accessible via a secure web portal and compatible with Western Power’s systems.

Contractor Requirements: 

  • Must be NATA-accredited; 
  • Have or be willing to obtain through Western Power’s training services Western Power substation access.); 
  • Provide all sampling equipment and maintain a contingency plan for equipment failure; 
  • Maintain industry standard procedural documentation and adherence to strict sampling protocols; and 
  • Willing to provide emergency contact personnel and technical support.

To be considered for the inclusion in a Request for Proposal (RFP), please REGISTER with the online form below no later than 2pm, Monday 30th June 2025 and include the following details: 

  • Demonstrated ability and expertise to meet scope requirements.
  • Demonstrated relevant track record and capability in delivering these services to an electricity utility’s network. 
  • Vendors current Safety, Health and Environmental Management System. 
  • Indicative rate card that also indicates all services currently offered.
