EXPRESSION OF INTEREST (EOI) 
Western Power Three Springs Staff Accommodation 
 
1.    THE ORGANISATION

Western Power is a Western Australian State Government owned corporation responsible for building, maintaining and operating an electricity network connecting over 2.3 million customers to traditional and renewable energy sources. 
 
2.    HIGH LEVEL STATEMENT OF REQUIREMENT

Western Power is seeking Expression of Interest (EOI) from suitably capable and experienced organisations for the design, construct, supply and installation of quality turnkey transportable / modular accommodation (Accommodation) in Three Springs. 

Key Components of the Project

To enhance the living experience in our accommodation village, the builder is to ensure several design initiatives should be considered. These include prioritizing social interaction and community building, offering diverse recreational facilities, ensuring personal space and privacy. Design of the village needs to minimize noise pollution, particularly in sleeping areas, to promote restful sleep.   
Respondents should demonstrate capability and experience in delivering projects with similar features, including: 

Accommodation Units:
•  Provision of approximately 20 self-contained high-standard units suitable for short-to-medium-term residential occupation (individual rooms with adequate space and privacy for residents to relax and recharge). 
• Secured Units are to be fully functional and include dining facilities, sleeping facilities, private bathroom, air conditioning and kitchenette facilities. 

Shared Amenities:
• A commercial-grade kitchen and communal dining area capable of serving the on-site resident population. 
• An outdoor BBQ and shaded eating area to complement the dining facilities. 
• Adequate laundry facilities to include commercial grade washing and drying machines 
Recreation and Wellbeing Facilities 

A mix of indoor and outdoor recreation infrastructure, potentially including: 
•  Fitness/gym facilities 
•  Outdoor sports court (multi-use) 
•  Walking paths or passive recreation areas 

An on-site administration and operations building, including: 
•  Office and Administration Facilities 
•  Meeting rooms 
•  Storage facilities for PPE and workwear 
•  Staff amenities 

Site Infrastructure 
Full provision of supporting infrastructure services, including: 

•  Well-lit pathways and common areas to enhance safety and visibility to cover all parts of the camp.  
•  Electrical, mechanical, water, sewer, stormwater, and data services 
•  Vehicle access, parking, and site landscaping 
•  Secure Environment. Implement robust security measures to create a safe and secure environment for residents.  
•  Fire safety and emergency response systems 

The housing will be used for staff Accommodation and is therefore to comprise a high level of construction quality and finish. The Accommodation will be owned by Western Power and therefore land subdivision is not required.  

Following the EOI assessment, shortlisted proponents will be invited to participate in the next stage of the event, where a detailed scope, drawings (if available) and contract terms will be issued.

WP reserves the right to invite shortlisted respondents to deliver a Vendor Presentation prior to any subsequent phase of the event. Such presentation will be requested only if Evaluation Panel identifies a need for additional clarification or detail. Invitations (if issued) will be based exclusively on the mentioned below criteria and will be offered on identical terms to all Respondents selected for further consideration. Participation in a presentation does not confer any preference, nor goes it guarantee progression to later event stage.
  
3.    Main Criteria for Considerations 
Respondents should address the following in their EOI submission: 

1.   Contact name, phone number and email address.
2.  Demonstrated capability in delivering D&C contracts of comparable scale and complexity (with examples of timeframes to design, construct, supply and install).
3.  Experience working with regional or remote sites (experience in delivering Accommodation in regional locations).
4.  Willingness and capacity to engage local and/or Indigenous workforce and suppliers.
5.   Capacity to manage full design, approvals, and construction phases (a description of your organisation’s experience in completing an end-to-end project, where your organisation has had full control of the site and all activities required to complete the project).
6.   Innovation in sustainable or modular building practices.
7.   Commitment to compliance with applicable codes and standards.
