The Organisation
Western Power is a Western Australian State Government owned corporation responsible for building, maintaining and operating an electricity network that connects our 2.3 million customers to traditional and renewable energy sources, delivering an essential service to our community.
The Scope
Western Power is seeking registrations of interest from suitably qualified and experienced organisations for the Provision of Network Inspection Services. There are five types of inspections services required by Western Power, each of which are further described below. Your organisation can register interest to deliver one or more of these Inspection Service Types.
For each Inspection Service Type, Western Power requires the supplier to plan, acquire, process and deliver new sets of data as follows:
Planning and preparation:
• Prepare, implement and manage plans.
• Monitor and maintain safe delivery of services
• Report feedback to Western Power
• Monitor and maintain quality of deliverables.
Inspection and data collection:
• Manage data capture operations
• Collect data
• Identify, report, and record faults
• Monitor and maintain quality of deliverables.
Data processing and analysis:
• Manage data processing
• Generate data products
• Identify, report, and record faults
• Monitor and maintain quality of deliverables.
Data delivery and reporting:
• Manage delivery data products and reports
• Monitor and maintain quality of deliverables.
The supplier will ensure that all works comply with the relevant Standards and Legislative Requirements set out in Workplace Health, Safety and Environment Requirements for Contractor (available on Western Power’s website).
The supplier will provide all resources (e.g. skills and labour requirements, tools, equipment, vehicle and materials) necessary to safely and cost-effectively carry out the services.
The supplier will be responsible for comprehensive monitoring and maintenance of end-to-end Quality Assurance (QA) and Quality Control (QC) processes. This includes implementing and overseeing QA/QC protocols, identifying and mitigating risks to quality, ensuring compliance with relevant standards and specifications, and providing regular reporting and documentation to demonstrate continuous improvement and adherence to quality benchmarks throughout the contract period.
Inspection Service Types:
1. Pole Base Inspections
The inspection activities include:
• A detailed pole base inspection, namely, sound, dig and drill of the suspected pole to confirm the defect or condition of the pole to identify asset defects, conditions and hazards
• A visual inspection and assessment of Western Power distribution poles and associated assets by the naked eye, binoculars and / or cameras
• Recording of inspection results in accordance with relevant condition catalogues.
2. Pole Top Inspections
Western Power requires the supplier/s to conduct pole top surveys of Western Power’s distribution network’s poles and associated assets, capturing high-resolution imagery that will enable the identification of physical conditions and defects, and to perform asset inspections using the captured images. The processed data will support asset condition monitoring, risk assessment, and maintenance planning.
3. LiDAR Surveys
Western Power requires the supplier/s to conduct LiDAR surveys of Western Power’s distribution and transmission power poles across the Designated Network Area, to capture point cloud data and high-resolution orthoimagery that will enable the identification of physical conditions and defects. The processed data will support asset and easement condition monitoring, risk assessment, and maintenance planning.
4. Vegetation Inspection and Scoping
The inspection activities include a visual inspection of vegetation in close proximity to, and hazardous to, Western Power distribution overhead Spans and assessment of remedial works (vegetation cutting, clearing or removal) to ensure vegetation is maintained outside specified Clearance Zones.
5. Thermographic Inspections
Western Power requires the supplier/s to conduct thermographic surveys of Western Power’s distribution network across the Designated Network Area, capturing thermographic imagery that will enable the identification of physical conditions and defects. The processed data will support asset condition monitoring, risk assessment, and maintenance planning.
Registration Requirements:
Suppliers will be required to provide the following for their ROI submission:
• Demonstration of track record and/or capability in delivering one or more Inspection Service Types
• References from at least three customers who have been offered similar services
• Safety, Health & Environment information as requested
• Indicative costing for delivery of the Inspection Service Type/s.
