P01824 – Steel Structures Corrosion Remediation Program 

The Organisation 

Western Power is a Western Australian State Government owned corporation which is responsible for building, maintaining and operating an electricity network which connects over 2.3 million customers to traditional and renewable energy sources. 

The Scope  

Western Power is seeking ROI from suitably qualified and experienced organisations, to potentially form a panel of pre-qualified vendors to conduct corrosion remediation on the South-West Interconnected network. 

The program involves corrosion remediation of steel monopoles and lattice towers. The work includes surface preparation, treatment, protective coating, and structural repairs in accordance with relevant Australian and New Zealand standards. 

The K2JB – Steel Structures Corrosion Remediation Program involves a series of prescribed works aimed at restoring and protecting steel monopoles and lattice towers. The scope includes: 

Surface Preparation 

  • Grout Removal: Break and remove grout up to 150 mm below ground level to expose corroded steel. 
  • Rust and Impurity Removal: Clean surfaces from 1500 mm above ground to 150 mm below the grout line using wire brushes, sandpaper, or equivalent tools. 
  • Surface Profiling: Ensure surfaces meet AS/NZS 2312.1:2014 standards, free of sharp edges and imperfections. 
  • Documentation: Record pre- and post-preparation conditions, including corrosion extent and surface readiness. 

Surface Treatment 

  • Rust Converter Application: Apply rust converters where needed, following manufacturer and AS/NZS 2312.1:2014 guidelines. 
  • Surface Cleaning: Remove all residues and contaminants to ensure a clean, dry surface ready for coating. 

Protective Coating 

  • Primer Application: Apply high-quality primer per AS/NZS 2312.1:2014 Section 6.3 and Table 6.3. 
  • Topcoat Application: Use appropriate topcoat (e.g., epoxy or polyurethane) based on environmental exposure. 
  • Coating Compliance: Follow procedures for recoating intervals, curing, and compatibility as per AS/NZS 2312.1:2014 Sections 7.7 and 7.9. 

Structural Repairs 

  • Soil Refilling and Compaction: Refill excavated areas in 150 mm layers using compliant fill material, compacted to EDM 26132150 standards. 
  • Grout Replacement: Clean and prepare areas, install formwork, mix and apply grout, and ensure proper curing and finish. 
  • Steel Replacement (If Required): 
    • Assess and document material loss. 
    • Replace with compliant steel (AS/NZS 3678:2016). 
    • Use approved fasteners and ensure proper alignment and load-bearing installation. 
    • Conduct final inspections for quality assurance.

Contractor Requirements: 

  • Accreditation and Compliance 
    • Certification to ISO 9001 (Quality Management Systems) 
    • Certification to ISO 45001 (Occupational Health and Safety Management Systems) 
    • Certification to ISO 14001 (Environmental Management Systems) 
    • Demonstrated compliance with AS/NZS 2312.1:2014 and AS/NZS 3678:2016 
    • Evidence of adherence to Western Power’s HSE policies and procedures 
  • Personnel Qualifications 
    • Supervisors and technicians trained in surface preparation and protective coating application 
    • Qualified personnel for structural steelwork, including welding and bolting 
    • Certified NACE or ACA (Australasian Corrosion Association) coating inspectors (preferred) 
    • Licensed operators for equipment used in excavation, compaction, and lifting 
  • Experience and Capability 
    • Proven track record in corrosion remediation of steel infrastructure 
    • Experience working in live utility or high-voltage environments 
    • Capability to manage environmental and public safety risks during field operations 
  • Safety and Environmental Training 
    • Induction and ongoing training in hazard identification, confined space entry, and working at heights 
    • Environmental awareness training, particularly in handling coatings and waste disposal

  • Demonstrated ability and expertise to meet scope requirements. 
  • Demonstrated relevant track record and capability in delivering these services to an electricity utility’s network, including a summary of up to three similar projects completed in the past 5 years. 
  • Vendors current Safety, Health and Environmental Management System; 
  • Evidence of compliance with relevant standards; and 
  • Indicative rate card
