Provision of Grounds Maintenance and Cleaning Services - P02221
We're seeking Expressions of Interest (EOI) from suitably qualified and experienced Contractors to provide Grounds Maintenance and Cleaning Services across its metropolitan and regional locations.
Scope of Services
This EOI relates to the delivery of reactive Grounds Maintenance and Cleaning Services across the South West Integrated System (SWIS), located from Geraldton in the north to Albany in the south, extending east to Kalgoorlie and throughout the Perth metropolitan area.
- Transmission Substations;
- Depots (grounds only);
- SCADA and Telecommunications Sites; and
- Distribution Substations/Voltage Regulators.
Service categories include grounds, lawn and landscaping maintenance, weeds control, ground drainage cleaning, pest management, firebreak maintenance, Asset Protection Zone upkeep, tree lopping (arborist services) and limited internal cleaning at specified facilities. Reactive services will be delivered on an ad-hoc basis as approved by Western Power.
Key Objectives
- Deliver comprehensive Grounds Maintenance and Cleaning Services.
- Minimise disruption to operational and business critical activities.
- Provide emergency response and reactive services whereby resources can be deployed during and outside normal business hours.
Requirements
- Provide suitably skilled, trained and competent personnel to deliver the services (security clearances may apply our critical sites).
- Maintain accurate and auditable records, including but not limited to chemical registers, inspection reports and personnel registers.
- Comply with all relevant Acts, Regulations, Australian Standards and Western Power’s policies and procedures.
- Integrate with Western Power’s mandatory systems for job management, reporting and accounting.
- The Contractor is responsible for providing all equipment, materials and resources necessary to carry out the services.

- Company profile and relevant experience.
- Capability Statement addressing the Scope of Services (refer below for clarification).
- Evidence of compliance with safety, regulatory and legislative requirements.
- Proposed approach to meeting our key objectives and Requirements.
Clarification
The provision of Grounds Maintenance and Cleaning Services may be allocated to varying Contractors at Western Power’s discretion, based on location, workforce availability and other operational considerations.
Contractors are not required to provide all service categories as outlined in the Scope of Services, in your submission please clearly outline the specific services you are able to deliver.
