Western Power is seeking Registrations of Interest from suitably qualified and experienced organisations for: 

  1. Generator Hire and Associated Services; and/or
  2. Generator Logistics Services. 

Generators are used to supply power across the network in the following circumstances:  

  1. Emergency situations
  2. Significant equipment failure events;
  3. Planned maintenance activities; and
  4. Augmentation of or providing support to those parts of the network that become overloaded, particularly during high temperature weather conditions.

1. Generator hire and associated services

The generator hire and associated services required include (but are not limited to):  

Category 1

Wet hire LV generators - sole use 240/415V 50 Hz silenced generators and associated equipment;

  • Supply, install and maintain sole use LV generators for planned and unplanned outages; and
  • The services are required 24 hours per day, 7 days per week.

Category 2

Dry hire, maintenance and technical support for Emergency Response Generators (ERGs):

  • 415V 50 Hz silenced or very silenced generators for:
    1. Base maintenance fleet – Emergency Response Generators hired on an annual basis; and 
    2. Summer ready fleet – Emergency Response Generators hired from approximately 15 December to 31 March each year (this period may vary depending on business needs).
  • ERGs with integrated trailers and a capacity between 38 kVA and 100 kVA; and
  • Skid mounted ERGs with a capacity of 300kVA to 500 kVA.

2. Generator logistics services

Western Power operates a fleet of over 40 generators ranging in size from 13 kVA to 500 kVA. These generators ensure the availability of reliable power generation equipment to support operational requirements, maintenance activities, and emergency response initiatives. The following logistics services are required on a 24 hours per day, 7 days per week basis: 

  1. a. Transport services
    Transport of generators, cables and associated equipment (including 
    non-conductive temporary fencing) between Western Power’s depots and sites within the SWIN (refer to Western Power’s Services Regions Map);
  2. b. Refuelling services
    The delivery of fuel oil on a 24 hours per day, 7 days per week basis for planned and unplanned work, and maintenance checks of coolant and engine oil levels etc; 
  3. c. Rapid response spare transformer and high voltage injection unit services
    Rapid deployment for scheduled and emergency work;
  4. d. Transportable fuel cell hire (including 2000L and 3000L) and maintenance; and
  5. e. Miscellaneous services
    Labour hire for plant operators, removal, supply and disposal of liquids, field maintenance, accommodation and light vehicles as required.

Registration requirements

Suppliers are required to respond to the following for the ROI submission:

  1. Advise capacity to deliver by service category and region;
  2. Advise current and planned capacity to deliver services including generator fleet for Hire category and vendor fleet and resources for logistics services;
  3. Demonstrate a track record and capability in delivering services in line with any of the above noted services;
  4. Provide at least three customers and contact details that your company have delivered similar services to that being requested; and
  5. Safety, Health and Environment information to evidence the ‘Safety Culture’ of your organisation including relevant safety reporting data for at least the previous three years.
