Powering growing communities
Our Housing and Infrastructure Growth Program (HIGP) supports Federal and State Government programs to expand water and power infrastructure and fast-track new housing development.
Based on the priority areas chosen by the Government, we expect to enable the development of more than 5,100 additional lots across 8 key growth areas over the next four years.
These areas include the suburbs of Byford, Mundijong, Malaga, Yanchep, Bullsbrook, Mandogalup, Hammond Park and South Yunderup.

The State Government sets housing priorities using factors such as demand, planning readiness and enabling infrastructure. We align our power upgrades with those priorities.
The Federal and State Governments are both investing in housing supply.
The Australian Government's $1.5 billion Housing Support Program (HSP) is one of a range of measures designed to help achieve the National Housing Accord's target of building 1.2 million new, well-located homes over 5 years from 1 July 2024.
Of this amount, $500 million was available for state, territory and local governments over 2023–24 to 2024–25 for Stream 1 and the Community Enabling Infrastructure Stream. These streams support the delivery of increased housing supply by funding projects that seek to deliver enabling infrastructure and provide amenities to support new housing development or improve building planning capability.
The Stage Government has established the $400 million Housing Enabling Infrastructure Fund (HEIF) to support critical water and power infrastructure projects delivered by Water Corporation and Western Power to help unlock housing supply.

What projects can receive funding from the HEIF?
Eligible projects include planning and construction for enabling water and power infrastructure delivered by Water Corporation and Western Power that increase or bring forward housing supply.
What is not covered by the HEIF?
HEIF cannot be used for other types of infrastructure, such as transport, or to unlock land for other types of development, such as industrial. It also cannot be used for water and power projects undertaken by other parties.
How are HEIF projects being managed?
HEIF is managed by the Housing Supply Unit at the Department of Treasury and Finance. We have a team that manages HEIF-funded power projects.
