Senior Business Analyst – Permanent Full Time – Perth CBD

 

The Senior Business Analyst provides expert advisory and analytical support to business leaders, translating strategy into clearly defined, value‑driven business initiatives. Acting as a trusted subject matter expert, the role leads complex analysis, gap assessments, and stakeholder workshops to shape sustainable business outcomes. It bridges strategic planning and delivery by defining high‑level solutions, success measures, and initiative viability. Through strong engagement with senior stakeholders, the role enables informed, data‑driven decision making aligned to organisational objectives and whole‑of‑business value.

 

Your Role in Action

 

  • Translate government policy, regulatory drivers and system planning outcomes into clear business requirements, priority initiatives and delivery pathways.
  • Support the development and refinement of Priority Project determinations, investment justifications and strategic option assessments.
  • Work closely with Network Planning, Asset Management, Project Development, Delivery, Regulation and Energy Policy teams to ensure initiatives are coherent, integrated and appropriately sequenced.
  • Analyse and challenge proposed scope, staging and timing to ensure alignment with:
  • Strategic transmission objectives
  • System security and reliability requirements
  • Deliverability and workforce constraints
  • Funding and regulatory pathways
  •  Facilitate targeted workshops, planning sessions and analysis to identify gaps, dependencies and opportunities for improvement.
  • Provide a strong ‘whole‑of‑business’ lens, proactively identifying risks, misalignments and trade‑offs — and raising them early with practical options.
  • Contribute to high‑quality materials for senior leadership, Board and Government engagement, including briefings, decision papers and assurance artefacts.
  • Act as a trusted adviser to the CEL Development Manager, providing clear, evidence‑based advice in situations of ambiguity, competing priorities and time pressure.
  • Performing NPV, NPC, IRR, and sensitivity analysis
  • Quantifying benefits (financial, economic, reliability, emissions, risk reduction) and Testing assumptions (discount rates, asset lives, demand scenarios)

 

What Makes You a Great Fit

 

  • Formal study, development or qualifications in business, finance, business analysis, risk and / or data analytics / modelling.
  • Extensive experience working on or supporting large, regulated infrastructure programs — ideally in electricity transmission, utilities, transport or similarly complex environments.
  • Strong understanding of capital investment lifecycles, including early‑stage option development, business case preparation and portfolio prioritisation.
  • Demonstrated ability to operate effectively in high‑ambiguity environments where scope, policy settings and delivery pathways continue to evolve.
  • Experience engaging with, or supporting work involving, government agencies, regulators or system planners (e.g. Energy Policy WA, AEMO, ERA or equivalent).
  • High levels of commercial and strategic judgement, with the confidence to constructively challenge technical, planning and delivery teams.
  • Proven ability to communicate complex issues clearly and calmly to senior, time‑poor stakeholders.
  • Strong relationship‑building capability across multidisciplinary teams where priorities and incentives may differ.
  • Formal qualifications or professional development in business, finance, business analysis, risk or data analytics.
