Comprehensive Review and Smart Conversion of the 220kV Intertripping Scheme
1. The Organisation
Western Power is a Western Australian State Government owned corporation which builds, maintains, and operates the electricity network in the South-West corner of Western Australia.
The Western Power electricity network forms the majority of the Southwest Interconnected Network (SWIN) which together with the electricity generators, comprises the Southwest Interconnected System (SWIS).
Western Power’s vision is to deliver on the changing energy needs of Western Australia, powered by community trust and the passion of its people.
2. High level Scope
Western Power seeks Expressions of Interest (EOI)s from qualified and experienced organisations for the provision of the Services.
*The scope of work for the recommended studies and solutions includes the following:
1. Study and Analysis
a. Conduct a comprehensive assessment of the existing 220kV network intertripping scheme.
b. Develop requirements and technical specifications tailored to the challenges of renewable energy integration in the East Region.
c. Perform feasibility studies to evaluate and identify the most effective innovative technologies.
2. Engineering, Procurement, Construction, and Management (EPCM)
a. Design, procure, and implement an enhanced intertripping scheme.
b. Ensure seamless integration with the existing 220kV network infrastructure.
c. Conduct rigorous testing, commissioning, and final handover to operations.
3. Integrated Service Delivery (which includes scope items # 1 and #2 above)
a. Provide an end-to-end solution that integrates study, analysis, and EPCM services, ensuring a streamlined and efficient implementation.
* Responses should include elaborate information on:
• The organisation’ s capability to deliver either scope item # 1 (study and analysis) or scope item # 2 (EPCM), or both (integrated service delivery).
• Resources, itemised costs and time required to complete all work stages and any barries or risks to achieving objectives of work requested.

4. Lodgement Closing Date and Time
Closing date for Responses is 12 noon (AWST) Friday 9th May 2025
Lodgement and Delivery of Responses:
(a) Western Power may, at its absolute discretion, elect to consider or reject a Response that is received after the Closing of Responses.
(b) Except with Western Power’s prior approval, a Response is to be delivered by email and must be:
(i) provided as an attachment to the email.
(ii) sent to kate.watkins@westernpower.com.au
(iii) Western Power may, at its absolute discretion, suspend or cancel this EOI at any time.
A guarantee of work allocation or revenue from Western Power is not suggested nor implied in any way by the EOI.
