In order to improve power reliability and meet the growing demand for power in the City of Stirling, Western Power is proposing to install a new substation in your area. This proposed substation is planned for commission by 2015, to meet these demands.
In preparation for the required substation, Western Power purchased a site on the corner of Odin Drive and Orr Place, Stirling. This site was considered an ideal location for the substation, as it is central to the demand area, has good access and is adjacent to the existing transmission line.
In response to the community feedback, Western Power decided to review the viability of this site across social, environmental and economic factors. In order to remain committed to working with the community, the independent consultation group Strategen was engaged to identify an alternative site that could minimise the impact to the community.
The results from Strategen's site selection review process, which was held in consultation with the community and other key stakeholders, identified site 14 (Civic Place) and site 7 (Lake Gwelup Reserve) as being ranked in first and second place respectively. Western Power will support the review of these two recommended sites.
Western Power welcomes the opportunity to work collaboratively with the City of Stirling in order to identify the most suitable site, and recently met with the City of Stirling and Strategen to discuss the viability of sites 14 and 7.
Due to the proximity to wetlands and public open space, The City of Stirling has indicated that they will not support the development of site 7, at Lake Gwelup Reserve.
The City of Stirling has also advised that site 14 (Civic Place) is within the boundaries of a newly revised Stirling Centre Structure Plan to be developed with the Western Australian Planning Commission (WAPC).

The new Stirling City Centre will require significant electrical infrastructure and Western Power will be working directly with the City of Stirling and WAPC in these early planning stages to cater for the future electricity needs. Western Power will also pursue the possibility of combining the long-term future needs for infrastructure, with the shorter-term need for a zone substation.
If an adequate site within the Stirling City Centre Structure Plan cannot be identified and developed within the time required, it will be necessary for Western Power to develop the Odin Drive site.
Western Power will maintain the site at Odin Drive unless a suitable alternative is found.
