Access Arrangement

The access arrangement is the main agreement negotiated between the Economic Regulation Authority (ERA) and Western Power.  It describes the terms and conditions for obtaining access to the Western Power Network. Generally, it is electricity retailers and generators such as Synergy and Verve Energy (see electricity industry players) who apply to gain access to the network, so that they can transport electricity to customers.

The terms of an access arrangement need to support fair prices, quality services and choice. The access arrangement defines services to be delivered, service levels to be achieved and rates to be paid.  The ERA negotiates on behalf of the Western Australian community with Western Power before approving an access arrangement.

On 29 November 2012, the ERA released its further final decision and approved Western Power’s access arrangement for the period 1 July 2012 to 30 June 2017 with a commencement date of 1 February 2013.  The ERA's further final decision and Western Power's proposal can be found on the ERA's website.

The access arrangement covers prices, services, policies and terms and conditions for access to the Western Power Network for the next five years. Western Power’s proposal also details its five year investment plan for the period, which will ensure customers can continue to enjoy a good quality of service while network safety, security and capacity is improved.

New prices and policies that result from the revised access arrangement will come into effect on 1 February 2013. Until then, the current access arrangement policies and associated prices will continue.
